Quantity Surveyor – Hounslow


Quantity Surveyor to join the team to lead on developing our commercial processes, including pricing, cost/value reconciliation, improving commercial understanding and awareness in our staff, contractor management, tendering, and large-scale procurement exercises.

1.Reporting to the Commercial and Finance Director to, in the first instance, devise, develop and implement commercial systems and processes based on industry best-practice.

2.To act as commercial lead in our ongoing procurement activities for material, sub-contract and supply chain partners.

3.To undertake Cost/Value Reconciliation (CVR) analyses to provide accurate and timely Management Information, manage cost control, and to devise systems and reports to allow my client to demonstrate value for money and identify areas for improvement.

4.To assist in the development and implementation of commercial processes using our cloud-based Works Management System.

5.To work with senior managers to cascade, coach and mentor middle and junior managers in developing understanding of budget, budget-control, cost/value reconciliation, cost-control and value/income recovery.

6.To work closely with the service and divisional Managers to provide information and advice on performance, cost control and areas for improvement, and assist in the implementation of corrective measures.

7.As part of a team including operations and finance, prepare quotations for major works, extensions, conversions and refurbishment work, preparing and agreeing variations with client and contractors, with responsibility for cost-control, and leading on the CVR process.

8.To be an integral part of the tender team.

9.To assist in the selection, engagement, review and management of contractors.

10.To lead on commercial control of contractors, including pricing and variations processes.

11.Work with colleagues to develop and implement Risk Management strategies, and to integrate a commercial approach into the daily working practices of the company.

12.To measure, or review measured work, using a combination of bespoke SORs, NHF6.3 and V7 SORs, and traditional pricing, works undertaken by LFM360.

13.To work with our business support team to review costs from supply chain partners to ensure value for money.

14.To assist in identifying costs that are incorrectly allocated.

15.To work closely with the Finance team to sense-check applications for payment made to our client to ensure all value is captured.

16.Although we aim to self-deliver most work there will always be elements that are contracted out including PPM work to Leasehold properties, specialist works and major projects. This role will encompass the review of applications for payment by contractors, working with project teams to validate claims for payment and/or variations, assisting in the contractor management process, and approving interim and final valuations and other payments.

17.It is envisaged that this role will assume staff management responsibility for up to two staff designated to supporting the commercial function.

Education & Qualifications

Essential: 

  • A recognised quantity surveying qualification at HND level or higher
  • Role-specific education and training

Desirable: 

  • Degree in Quantity Surveying
  • RICS Membership

Experience, Knowledge & Understanding

Essential: 

  • Significant, demonstrable experience in the construction/maintenance and/or refurbishment industry.
  • Experience of working with Schedules of Rates, both NHF and bespoke.
  • Knowledge of Forms of Contract, and Contract Law relating to the construction industry

Desirable: 

  • Experience of working in Social Housing.
  • An understanding of CDM, and the Health and Safety requirement

  • To lead, commercially, in supplier meetings and develop relationships whilst maintaining the management function.
  • To manage the commercial aspects of our contracts with both our client and contractors, including preparing, assessing, negotiating and approving variations and applications for payment.

Role Specific 

  • Experience of successfully managing costs and values over a range of refurbishment, maintenance and installation works, utilising a direct labour workforce and sub-contractors, in the public sector or social housing.
  • Evidence of pricing and commercially controlling projects and/or programmes of work utilising a range of different approaches to income recovery: quoted, schedule of rates, target prices, open book, cost-based partnering.
  • The confidence to participate in tendering and procurement matters as required
  • Able to interpret plans, specification and drawings
  • Operate company ICT systems and hardware in order to receive and manage daily work schedules.
  • To be able to drive, have a full driving licence and have use of a vehicle where necessary
